Force believes that the County should take appropriate action to address the off-site <br />impacts of the quarry while limiting the potential for operational expansion beyond what <br />is described in the existing end use plan. Further, the end use plan for the stone quarry <br />calls for a 100-acre reservoir and outdoor recreational activities on both the Durham and <br />Orange County portions of the property. The time horizon for the development of such a <br />NC Highway 57 Speedway Area Small Area Plan <br />public asset is twenty to fifty years off, depending on aggregate rock market conditions. <br />The creation of additional parkland within the Study Area shall be encouraged. <br />8. Each existing non-residential land use should be held to specific development/re-development <br />criteria if they choose to take advantage of the sanctioned approval process <br />for becoming conforming land uses. Any improvements to the existing raceway facilities <br />or the stone quarry site should take the existing community character and form into <br />consideration. <br />9. Infrastructure management is an important component to allowing for additional <br />development within the Study Area. No new development should be allowed that <br />negatively impacts existing infrastructure (i.e. groundwater, traffic generation, etc) unless <br />an appropriate and viable solution has been approved by the County to mitigate these <br />conditions. <br />ENVIRONMENTAL FACTORS <br />1- Noise <br />a. Elimination of Vehicle & Event Noise <br />i. The Orange County (“OC”) Kart track formerly hosted racing events and other <br />motorsport competitions, which can generate significant noise during their <br />duration. The facility infrastructure was approved for a 500+ spectator capacity. <br />The cheering crowds, public announcements, and disruptive vehicle noises can <br />disturb the peace of the surrounding neighborhood. With a storage facility in <br />place, these loud events are no longer conducted, leading to a considerable <br />reduction in event-related noise pollution. With the elimination of race-related <br />noise, the number of noise complaints from residents is likely to decrease <br />significantly. A storage facility, when well-designed and managed, operates <br />quietly and unobtrusively. This leads to improved neighborly relations and a <br />more peaceful coexistence between the facility and the community. <br /> <br /> <br />108
