3 <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> OBJECTIVE 1. Identify priorities and resources necessary to implement the Orange <br /> County Transit Plan. <br /> OBJECTIVE 4. Coordinate transit investments with municipal and county land use <br /> planning to reduce vehicle miles travelled and provide more equitable access to key <br /> destinations. <br /> OBJECTIVE 6. Update transportation-related plans to provide more multi-modal options, <br /> including for rural Orange County. <br /> GIS tools will assist in transit planning, infrastructure development, and road safety analysis, <br /> helping to create a more connected and accessible transportation network. <br /> • GOAL 5: PUBLIC EDUCATION/LEARNING COMMUNITY <br /> OBJECTIVE 1. Foster collaborative relationships with formal and informal educational <br /> organizations and agencies to provide opportunities for community members to meet, <br /> connect, and learn together. <br /> OBJECTIVE 3. Provide support for workforce development through training, tools, <br /> technology, and other resources. <br /> Expanded GIS access supports data-driven learning opportunities for County staff and <br /> community members, enabling informed decision-making and workforce skill development. <br /> • GOAL 6: DIVERSE AND VIBRANT ECONOMY <br /> OBJECTIVE 3. Streamline and digitize business processes to facilitate efficient <br /> interactions between employers and County departments. <br /> OBJECTIVE 5. Increase access to and awareness of resources and assistance available <br /> to residents and businesses. <br /> By modernizing GIS accessibility, the County enhances business and economic development <br /> opportunities through improved land use planning, zoning analysis, and resource allocation. <br /> This transition to an Enterprise Agreement aligns with the County's commitment to efficiency, <br /> innovation, and sustainability, ensuring that departments have the tools needed to support <br /> strategic decision-making and long-term planning. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> County Manager to execute all contract documents, subject to final review by the County Attorney, <br /> and any subsequent amendments on behalf of the Board, for the purchase of a county-wide <br /> enterprise license agreement from ESRI in the following amounts: <br /> 1) A net increase of up to $35,000 in FY 2025; and <br /> 2) A total cost to cover FY 2026, FY 2027, and FY 2028 of up to $150,000 per year. <br />
