2 <br /> Why is an Enterprise licensing purchase proposed? <br /> The proposed purchase transitions the County to ESRI's Enterprise version, providing increased <br /> GIS software access, scalable deployment, and premium support at a predictable cost, enabling <br /> county-wide GIS integration and efficiency. The Enterprise version includes: <br /> • 190 ArcGIS Pro Desktop Licenses, distributed as follows: <br /> y Forty (40) ArcGIS Professional Plus (replacing eleven (11) Advanced Desktop <br /> Licenses) <br /> ➢ Forty (40) ArcGIS Professional (replacing 5 Standard Desktop Licenses) <br /> One hundred and fifty (150) Creator Licenses (replacing thirty-five (35) Basic <br /> Desktop Licenses) <br /> ➢ unlimited server licenses and extensions <br /> The transition will enhance the County's GIS capabilities by increasing the number of available <br /> licenses and providing a scaleable, County-wide solution aligned with operational needs. <br /> Additionally, it results in significant cost savings: <br /> • Avoids the cost of four (4) new server licenses, which would require an upfront payment of <br /> $188,400 due before June 2025. <br /> • Preempts an increase in annual maintenance costs of approximately $10,000 for the <br /> Emergency Services Hexagon Project. <br /> • Enables branch versioning for external organizations to edit the new Parks and Trails <br /> Application that GIS will be hosting for the Department of Environment, Agriculture, Parks <br /> and Recreation (DEAPR), saving approximately $2,000 per additional license beyond the <br /> current limit. <br /> • Locks in a fixed price for three (3) years through July 14, 2028, ensuring predictable <br /> budgeting and cost control. <br /> The original contract amount of $54,453, plus the additional cost for this proposed contract <br /> expansion, exceeds the County Manager's $90,000 contract services threshold. Staff is therefore <br /> presenting this item for Board approval. <br /> FINANCIAL IMPACT: The purchase of ArcGIS Pro Enterprise software will result in an additional <br /> cost of up to $35,000 for this fiscal year 2025 and an additional cost of up to $93,437 to the quoted <br /> total cost of $150,000 in each fiscal year 2026, 2027, and 2028. There are funds available in the <br /> Information Technologies Software Maintenance/Licensing GASB96 budget to cover this contract <br /> amendment without requiring additional appropriations. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br /> OBJECTIVE 6. Protect water supply/watersheds. <br /> OBJECTIVE 7. Conserve and protect high-priority open spaces, including Natural <br /> Heritage sites, nature preserves, watershed riparian buffers, and prime/threatened <br /> farmland. <br /> OBJECTIVE 8. Include environmental stewardship objectives in the Comprehensive Land <br /> Use Plan. <br /> The expanded GIS resources will improve the County's ability to analyze and monitor <br /> environmental changes, support land conservation efforts, and enhance climate action <br /> planning. <br />
