Original Contract Nancy Freeman, Tax Administrator, <br /> (919) 245-2735 <br /> Robert Reynolds, Chief Information <br /> Officer, (919) 245-2276 <br /> PURPOSE: To approve and authorize the Manager to sign contract documents with <br /> Environmental Systems Research Institute (ESRI) to expand the County's existing GIS software <br /> agreement to a county-wide enterprise license agreement. <br /> BACKGROUND: Orange County currently utilizes ESRI GIS software under a limited licensing <br /> model. To support broader departmental access, facilitate cross-agency collaboration, and <br /> enhance county-wide GIS capabilities, staff is proposing an upgrade to a full Enterprise License <br /> Agreement (ELA) with ESRI. <br /> The ELA offers unlimited deployment of core ESRI products and provides flexibility and scalability <br /> for GIS operations across all County departments. Transitioning to an enterprise agreement <br /> aligns with the County's technology modernization efforts and enhances support for Planning and <br /> Inspections, Emergency Services, Transportation Services, Environment, Agriculture, Parks and <br /> Recreation (DEAPR), and other mission-critical functions. <br /> This proposed expansion includes a net increase in costs for FY 2025 and establishes fixed <br /> annual costs for the three (3) subsequent fiscal years. The contract documents are being finalized <br /> in coordination with ESRI and the County Attorney's Office. <br /> On August 29, 2023, the County entered a service contract with ESRI for annual ArcGIS Pro <br /> software licenses and maintenance at a current annual cost of $54,453 which included: <br /> • Three (3) server licenses <br /> • Fourteen (14) mobile worker licenses <br /> • Three (3) Network Analyst License Extensions <br /> • Three (3) 3D Analyst License Extensions <br /> • Three (3) Spatial Analyst License Extensions <br /> • Fifty-one (51) ArcGIS desktop licenses <br /> • Fifty-one (51) ArcGIS online (AGOL) licenses contracted with Tax Administration <br />
