2 <br /> Based on the findings in the November 2, 2018 report and acceptance of the proposed concept <br /> by the North Carolina State Highway Patrol, Emergency Services staff engaged further with the <br /> State and the engineer of record for the state-maintained system (Motorola Solutions, Inc.) to <br /> develop a Rough Order Magnitude cost estimate. In December 2022, Motorola estimated the total <br /> cost to build four (4) new tower sites to be approximately $29,084,763, with the intention to be <br /> cost-shared with the municipalities. To prepare for project implementation, the Board of <br /> Commissioners approved $200,000 in FY 2024-25 to contract with a technical engineering firm to <br /> provide project management support. <br /> The attached general Services Agreement with Federal Engineering includes support to Orange <br /> County with: <br /> • Contract Negotiation Services <br /> • Emergency Communications Center Design <br /> • Radio Tower Planning <br /> • Design and Implementation <br /> • Backup VHF Radio and Paging System Design and Implementation <br /> • Implementation Project Management Support <br /> • Preliminary and Final Design Reviews <br /> • Factory Testing <br /> • Equipment Delivery and Installation Verification <br /> • Coverage and system testing <br /> • System Acceptance and Cutover <br /> These services will be billed according to the proprietary Long-Term Consulting rates outlined in <br /> Federal Engineering's Statement of Work dated September 16, 2024. Federal Engineering will be <br /> providing general services and will not perform work that requires a license. <br /> FINANCIAL IMPACT: The BOCC previously approved the funding for this general Services <br /> Agreement fee for the tasks, which is $200,000. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 5. Invent in, support, train, and retain our community safety, health, and <br /> emergency service employees and direct care workforce. <br /> OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and <br /> emergency services to meet the community's evolving needs. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Approve the County entering into a general Services Agreement with Federal Engineering, <br /> Inc., for the VIPER Implementation Support; and <br /> 2) Authorize the County Manager to execute the Agreement, subject to final review by the <br /> County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board of County <br /> Commissioners. <br />
