On February 15, 2005 the Board authorized the purchase of an <br />additional unit from the same vendor and at the same price for use by the Sanitation Division of Public <br />Works. A hook truck is a vehicle capable of loading and off loading large bulk waste containers (see <br />attached picture). Delivery of vehicles that meet the specifications is significantly past the delivery <br />period specified in the bid and agreed to by the vendor. After consultation with the County Attorney, <br />the recommended plan of action is to cancel the contract with Volvo & GMC Truck Center of <br />Charlotte, North Carolina and re-bid the units. <br />Since the Sanitation Division is currently contracting with Waste Industries to service the convenience <br />center sites, delivery time is important. The trucks will be bid as required by statute, with bidding <br />expected to be completed within the next two weeks. The Board is requested to authorize the <br />Purchasing Director to award the bid in order to expedite the ordering and subsequent delivery by <br />approximately one month. A consent agenda item announcing the results of the award will be <br />included on the Board's agenda for January 24, 2006. <br />FINANCIAL IMPACT: As per the previous awards both trucks will be financed over a 59-month <br />period. The 2004 awarded contract was for approximately $112,000 per vehicle, however, price <br />escalation will likely be reflected in the vehicles being bid as authorized by this action. The Sanitation <br />Division is currently paying approximately $6,000 - $8,000 per month for contractual serving of County <br />bulk waste containers. These costs will be eliminated when a new hook truck is put into operation. <br />RECOMMENDATION(S): The Manager recommends that the Board authorize the Purchasing <br />Director to award a bid and contract for two hook-trucks under the conditions cited herein. <br />
