2 <br /> Orange County Transportation Services will provide a brief presentation on this round of <br /> multimodal priorities for the BOCC's consideration. Orange County Transportation Advisory <br /> Services and the Orange Unified Transportation Board (OUTBoard) have reviewed the <br /> department's proposal and offer the following recommendations: <br /> Transportation Advisory Services — March 13, 2025 <br /> • Recommended BOCC approval of Orange County Priorities for SPOT 8 <br /> Orange Unified Transportation Board — March 18, 2025 <br /> • Recommended BOCC approval of Orange County Priorities for SPOT 8 with changes: <br /> o US 70 improvements - change - modernize with intersection improvements and <br /> complete street considerations <br /> o NC 54 improvements — remove <br /> o NC 86 improvements — remove but pursue multimodal corridor study <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. However, <br /> should the County seek any bicycle or pedestrian projects, it will be required to provide 20 percent <br /> local match for the project's overall cost and to provide local administration. All bike and pedestrian <br /> projects will require a resolution or letter of commitment from Orange County indicating the County <br /> will provide the local match and administration if any such projects are selected for funding. This <br /> would be choreographed with the County's budget process. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> OBJECTIVE 1. Identify priorities and resources necessary to implement the Orange <br /> County Transit Plan. <br /> OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> OBJECTIVE 3. Support road projects that address congestion and reduce commute time <br /> using the County' s Complete Streets policy. <br /> OBJECTIVE 4. Coordinate transit investments with municipal and county land use <br /> planning to reduce vehicle miles travelled and to provide more equitable access to <br /> shopping, employment, medical centers, college campuses, etc. <br /> OBJECTIVE 5. Invest in implementing the County' s Safe Routes to Schools plan. <br /> OBJECTIVE 6. Update transportation related plans to provide more multi-modal options <br /> including rural Orange County. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the resolution for <br /> Orange County Transportation Priorities for SPOT 8 and STIP FY 2027 — 2036 (Attachment 4). <br />
