ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 13, 2005 <br />Action Agen`~da~ <br />Item No. <br />SUBJECT: CJPP Grant Acceptance <br />DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />NC Dept, of Correction Grant Award / Sharron Hinton, 245-2300 <br />Contract <br />PURPOSE: To receive Criminal Justice Partnership (CJPP) implementation grant funds <br />totaling $163,914 from the NG Department of Correction. <br />BACKGROUND: The NC Department of Correction has approved the annual grant proposal <br />submitted by the Orange-Chatham Justice Partnership Advisory Board (OCJP), Orange <br />County, as fiscal agent, was advised of the grant award in fall 2005 following the adjournment of <br />the NC General Assembly, <br />Senate Bill 622, which was approved on August 13, 2005, enacted the state budget for FY <br />2005-06, Section 17.23 of that bill contains numerous provisions, which changes haw the <br />funding to counties participating in the CJPP is established, The funding amounts are based on <br />three basic criteria, all of which have been revised as a part of Senate Bill 622: <br />1, A fixed, equal amount per county, based on the number of counties participating; <br />2. Each county's share of the state population; and <br />3. Each county's amount of probation admissions. <br />The purpose of this award is to operate programs, identified by the OCJP, which address adult <br />offenders sentenced to intermediate sanctions. In addition to $11,500 used to offset <br />administrative casts of the C,IPP initiative, service programs currently receiving CJPP funds <br />include: <br />Orange-Chatham Alternative Sentencing (Pre-Trial Release Program) - <br />addresses jail overcrowding by moving inmate-related data expeditiously through <br />the criminal justice system. <br />Freedom House Recovery Center (Intensive Outpatient Treatment) - <br />Project Turnaround (Substance Abuse Counseling Services) - <br />
