With years of <br />experience writing hundreds of user fee studies, MGT knows how to produce exceptional, <br />streamlined studies. Our expertise and efficiency help to keep your project on time and within <br />budget. <br />Ultimately, the County will have a comprehensive and easily understandable cost-of-service <br />study that recommends legally defensible user fees based on calculations that support full cost <br />recovery for the delivery of needed services. In the cases where full-cost recovery may not be <br />appropriate or desired by the County, we will provide your leadership with the perspectives of <br />other counties who chose to subsidize some fee activities with the General Fund. This guidance <br />and expert recommendations will help the County take control of its user fee program and instill <br />confidence in good government. <br />MGT’s Approach and Methodology <br />This section demonstrates MGT’s understanding of the County’s requirements for preparation <br />of the Comprehensive User Fee Studies. We will work with the County to design a fee schedule <br />that reflects the way the BOCC wishes to manage the County’s cost recovery program. <br />The study will evaluate both current fees and identify available new fees and policies to ensure <br />proper cost recovery.
