TECHNICAL APPROACH <br /> ORANGE COUNTY GOVERNMENT | NOVEMBER 22, 2024 <br />RFP #367-OC 5439 | COMPREHENSIVE USER FEE STUDIES PAGE 22 <br /> <br />The Solution: User Fee Study from MGT <br />A user fee study from MGT will successfully identify the real cost of user fee service delivery for <br />the County. This will enable the County to set accurate user fees with the transparency required <br />to justify rates to constituents and other entities. <br />MGT is uniquely qualified to satisfy all aspects of the required work as described in the County’s <br />RFP. Our analysis and advice have been trusted by local agencies in North Carolina and <br />nationally for 50 years. With deep experience and expertise, many of our consultants were <br />present at the birth of the user fee study industry and have contributed significantly to its <br />development. As a firm, MGT continues to set the standard for creativity and commitment to <br />our clients’ goals – qualities that set us apart from all competitors. <br />In brief, our team of experienced consultants will: <br />• Interview your experts, analyze your financial data, and model your program. <br />• Generate a report that reviews the problem and makes recommendations for new user <br />fees – with transparent justifications and visibility into relevant data. <br />• Take feedback, make revisions, and create a final report, which we present to the Board <br />of County Commissioners (BOCC) for consideration. <br />The County’s success after report completion is imperative to MGT – which is why we also <br />make our consultants available for support and advice throughout the process of implementing <br />our recommendations. <br />Goals of this Project: Analyze the costs of the County’s fee-for-services and calculate <br />each fee’s full costs. Assist the County to appropriately increase fees to match full cost, <br />or to assist the County to understand the fee setting options when local policy indicates <br />some fees need to be subsidized by the General Fund. This approach will expand <br />revenues for the County, producing the County’s general financial health and fiscal <br />sustainability, which jointly lead to sustainable community benefits. <br />Clear Community Benefit: Setting fee prices to recover cost is fair. It allows <br />applicants to receive services upon demand and it insulates taxpayers from having to <br />pay for services that benefit developers. A well-conceived and managed user fee <br />program will ensure the County is compliant with federal and state laws, while protecting <br />and augmenting the County’s General Fund. Efficient and rational financial policies and <br />practices will enhance the County’s services to the public. New facilities, new programs <br />and enhancements to the community are all leveraged when the general fund is healthy <br />and properly supported, which this MGT project will ensure.
