PROJECT ORGANIZATION <br /> ORANGE COUNTY GOVERNMENT | NOVEMBER 22, 2024 <br />RFP #367-OC 5439 | COMPREHENSIVE USER FEE STUDIES PAGE 4 <br /> <br />Staff Roles and Responsibilities <br />Orange County Government’s Project Officer TBD <br />MGT suggests the County appoint a single point of contact to serve as the Project Officer. The Project <br />Officer will have primary responsibility and final authority over all activities, and they will provide <br />project guidance and direction to the MGT team. The Project Officer will approve the contract, work <br />plan, and final report. All project correspondence, progress reports, and final reports will be delivered <br />to the Project Officer. <br />MGT Project Executive Patrick Dyer, Vice President <br />The MGT Project Executive ensures the project is staffed as needed, has the resources needed, and can <br />act on client considerations. The Project Executive is responsible for ensuring client success. Client <br />satisfaction is our #1 goal. <br />MGT Project Director Mark Carpenter, Director <br />The MGT Project Director is the primary person responsible for ensuring the resources to conduct the <br />study are available from start to finish and that the team fulfills all contractual requirements, produces a <br />quality report, and meets all project deadlines. They are the main point of quality control, have final <br />authority for the project and deliverables, and help resolve conflicts over any project issues. <br />In addition, they will be responsible for the day-to-day management of all project activities to include <br />refining procedures, assigning and monitoring all activities, and maintaining frequent contact with the <br />County’s Project Officer throughout the lifecycle of the project. The MGT Project Director will lead key <br />meetings and presentations. <br />MGT Project Managers Diana Hancock, Manager <br /> Ruben Rivas, Manager <br /> Parul Patel, Senior Manager <br />The Project Managers will conduct interviews and review best-practice fee structure alternatives with <br />staff. They will lead department interviews and coordinate scheduling, data collection, follow-up phone <br />calls, and emails. The Project Managers will also calculate the full costs of existing and new for-fee <br />services and estimate fee-for-service revenues. This project team will prepare draft reports, and review <br />draft and final reports with the County’s officials. The MGT Project Managers will also participate in <br />key meetings and presentations. <br />MGT Subject Matter Experts Bruce Cowans, Vice President <br /> Jerry Wolf, Director <br /> Vernetta Mitchell, Director <br />The Subject Matter Experts (SMEs) will provide technical support and advice to the team, utilizing their <br />respective areas of expertise. As currently envisioned, they will provide advice and technical <br />assistance in shaping approach and methodology and deliverables produced by the team. They will <br />ensure team members are regularly informed about relevant research and best practices related to the <br />project. <br />MGT Project Consultants Chris Brunette, Senior Consultant <br /> Georgia Borison, Project Consultant <br /> Alan Parks, Consultant <br />The MGT Project Consultants will work in close contact with MGT’s Project Executives, Project <br />Managers, and the County’s key employees as appropriate, to customize and execute each work task <br />and fulfill the County’s stated expectations. Under the supervision of the Project Managers, they will <br />review, document, evaluate, and generate recommendations in accordance with each component of the <br />work plan.
