She said folks were surprised about the buffer area especially when they lived closer to Mebane and other outlying areas. She said that urbanizing areas were established with this plan and are shown in Orange for Orange County and the darker blue were for Hillsborough's. She said this is illustrated an agreement of whose development standards would come into play in those areas. She said the dark pink shows the urban services boundaries.
