He said if these new rules go <br /> into effect, that will have a significant impact on their ability to provide service. <br /> Chair Bedford asked if the changes to the Falls Lake Rules are the UNRBA rules that are <br /> adopted by DEQ. <br /> Matt Efird said yes, and that the town will get an update from their engineer with <br /> information on how they plan to address the capacity limitations. <br /> Chair Bedford asked if the tradeoffs with Raleigh impacts how much Hillsborough is <br /> allowed to discharge. <br /> Matt Efird he was unsure. <br /> Commissioner Greene said this is about the water quality itself as opposed to the land use <br /> component. <br /> Commissioner Portie-Ascott asked if there is capacity with the projected new housing <br /> growth and sewer constraints. <br /> Matt Efird said they have about 1500 permitted units in the pipeline that are accounted for <br /> in the capacity and projects are being evaluated for capacity. He said the answer is no, there will <br /> not be enough capacity to meet the housing gap but that is more about the amount of housing <br /> units needed and less on the capacity. <br /> Shannan Campbell said they are going to be embarking on a rewrite of the comprehensive <br /> development ordinance and the CFP recommended adjusting and creating more flexibility in Town <br /> and allow for more density and housing types that are permitted. She said there is currently an <br /> emphasis on a large lot, large home development pattern. She said they hope to achieve this in <br /> the next five years. She said that one of the big recommendations is to shrink in the urban services <br /> boundary and define where they will not expand water and sewer services. She said they also <br /> need to adopt a future land use map and that will require approval in the COCA, and this will be <br /> aligned with the water and sewer capacity.
