14 <br /> Kathleen Ferguson said she is not clear on what the total annual costs are. <br /> Matt Efird said he would work through that further if she would like but the direct cost is <br /> $89,000. He said the larger number is the county's projected cost with the fee recovery backed <br /> out. <br /> Kathleen Ferguson asked how many animal services calls are received during business <br /> hours or after hours. She asked how the county deals with handling wildlife after business hours. <br /> She asked how wildlife that aren't deer are handled. <br /> Matt Efird said he would provide that information. He said that NC Wildlife would also <br /> assist with wildlife calls. He said they will get a response on what happens to wildlife afterhours. <br /> Kathleen Ferguson asked for clarification on who to call for calls that are not deer. <br /> Matt Efird said the Town Board adopted a new resource guide and it is generally going to <br /> be NC Wildlife. <br /> Kathleen Fergeson asked if the county can make the minimum housing code more <br /> stringent. <br /> Matt Efird explained that he believes that the rules are the same for all jurisdictions and <br /> the county would also not be able to make the requirements more stringent. <br /> 3. Updates on Town Water& Sewer Capacity and Land Use Planning <br /> The Town adopted a new Comprehensive Sustainability Plan in 2023 that in part, studied how <br /> the town could and should grow based on its water and sewer capacities and smart growth <br /> principles. This plan included recommendations to reduce the town's urban service boundary, <br /> increase density in the urban core and prevent sprawl, and align the town's future land use plan <br /> with the recommended development/growth areas included in the comprehensive plan. Doing <br /> these things will necessitate updates/changes to the town's agreement(s) with the County (and <br /> other Orange County jurisdictions)for the Water and Sewer Management, Planning and Boundary <br /> Agreement (WASMPBA), Central Orange Coordinated Area (COCA) Land Use Plan, and <br /> potentially otherjoint planning agreements. Similarly, Orange County has embarked on an update <br /> to their Comprehensive/Land Use Plans that may have implications for Hillsborough.
