LLoyd <br /> HILLSBOROUGH STAFF PRESENT: Town Manager Eric Peterson (All other staff members will <br /> be identified appropriately below) <br /> Chair Bedford called the meeting to order at 7:00 p.m. <br /> The Town of Hillsborough and Orange County Boards of Commissioners and staff <br /> introduced themselves. <br /> 1. Interlocal Planning Agreements — History and Background <br /> Orange County and its municipalities, including the Town of Hillsborough, have a long, successful <br /> history of joint planning, coordination, and interlocal agreements. Interlocal plans and agreements <br /> currently in effect to which the Town is also a party include: <br /> • Central Orange Coordinated Area 0 Capacity Use Agreement for the Eno <br /> (COCA) (2006 —first phase) River (1988) <br /> • Courtesy Review Agreement (2003) 0 Water and Sewer Management, <br /> Planning, and Boundary Agreement <br /> (WASMPBA) (2001) <br /> • Utility Services Agreement for 0 Schools Adequate Public Facilities <br /> Economic Development District south of 1-40 Ordinance (SAPFO) Memorandum of <br /> (2017) Understanding (2003) <br /> Two additional interlocal agreements to be discussed are: <br /> • Interlocal Agreement for Building Permit Administration <br /> • Interlocal Agreement for Stormwater and Erosion Control <br />
