She said the only thing the county did was basically <br /> be the employer of record. She said that it is interesting question whether the county should take <br /> this on and be in charge. <br /> Blake Rosser said according to the ILA the county is not supposed to do that. He said <br /> that the previous partnership manager did such a great job, but Danielle really understands the <br /> Continuum of Care. He said he will likely bring the Board an option to combine two groups into <br /> one. He said that the partnership manager should not be residing over the performance review <br /> committee because there is a conflict of interest there. He said the grants position is relatively <br /> new and they will be the main staff liaison with that committee, and they will be more independent <br /> than they have been. <br /> Chair Bedford asked if HUD mandates a Continuum of Care. <br /> Blake Rosser said yes, and it is the industry standard. <br /> Chair Bedford asked if it must be the executive team the way it is now. <br /> Blake Rosser said the executive committee is a local choice. He said the way they have <br /> arranged it is with the leadership team, the executive committee, and the Partnership as a whole. <br /> He said they have stepped back from that, and they are focusing on being in alignment with the <br /> country standard. He said it is better to be going along with what everyone is doing because it <br /> simplifies things. <br /> Commissioner Portie-Ascott asked if there are residents with lived experience who are <br /> also not part of a non-profit. <br /> Blake Rosser said they had one person, but that person is not a currently active attendee. <br /> He said he is unaware of any others. <br />
