He said these are <br /> people who already live here, and they are choosing to live in a responsible way and will be good <br /> neighbors. He said that he is sure that the way these people treat neighbors is better than the <br /> standard commercial developer would and that he would pick these as neighbors if he could. <br /> Tom Cheek said he is the landowner at Morrow Mill and Gold Mine Loop. He said his <br /> family has been there since 1957. He said this is the best use of this land. He said he is a licensed <br /> commercial contractor and a civil engineering technician and had always planned to subdivide <br /> and live on the land. He said this is so much better. He said this is a very good and sustainable <br /> plan and all concerns have been addressed, and it is sustainable. <br /> Sadie Rapp said she has lived on Morrow Mill Rd. her entire life. She said the proposal <br /> offers nothing in terms of serving the needs of the county apart from the developers' hobby group. <br /> She said she is lucky to have grown up in the area and she does not want to change county law <br /> to abide one project for a group that does not have any experience managing developments or <br /> senior care facilities. She said the proposal is too big of an ask with too much at risk. She said <br /> there is nothing inevitable about bringing this to the rural area. She said that it would put demands <br /> on the aquifer, would increase wildlife pressure, and risk contamination of the entire water table. <br /> She said her objections are about the scale and location. She said there cannot be enough <br /> conditions on the project to make it feasible for this part of the county. She said she plans to live <br /> here the rest of her life and hopes the Board will uphold the Planning Board's denial. <br /> Gregory Rapp said a lot has changed and they still do not know enough about the <br /> proposal. He said it started as twenty-five homes and has now changed to a much larger proposal. <br /> He asked how the for-profit developer is using the non-profit for their betterment. He asked why <br /> a non-profit is managing the membership for a private area. He asked if residents would own the <br /> homes or be a member of the cooperative that owns the homes and land. He asked how someone <br /> would get out once they were in and how this would work. He asked how priority would be given <br /> if more than one member wanted to leave at the same time. He said they are talking about <br /> hundreds of thousands of dollars. He said that this does not offer the serious care of aging seniors <br /> and expressed concerns this would have on the aging community. He said there are layers and <br /> layers of risks, and the county would be taking a tremendous gamble by moving this forward. He <br /> asked the Board to deny the project and the requested zoning changes. <br /> Bryna Rapp said she is an architect and a 35-year resident of Morrow Mill Rd. She said <br /> the developer says if they do not get on board with this type of development, the neighborhood <br /> will turn into "McMansions." She said the ones that already live there are a very diverse group, <br /> but they all have agreed that this is a bad idea. She said that by respecting the rules of AR means <br /> property values have not increased as drastically as some other areas of the county. She asked <br /> the Board to reject this proposal. She said that they could consider changing the allowance and <br /> size of ADUs, but to please respect the UDO and vote no. <br /> Pat Peterson said that as a retired person, she does not leave her home more than 3-4 <br /> times per week. She said that the traffic study numbers are likely excessive. She asked the <br /> community to look at the map and imagine rather than a cluster of homes with greenspace around <br /> them, imagine 40-50 individual driveways with land cleared around it, and that impact is much <br /> larger than the proposal. She said the developer is Hands for Development, LLC and they have <br /> 34 members that are financing themselves. She said there is no master outside developer. <br /> Chris Martin said he believes this is a thoughtful plan. He said what is in front of the Board <br /> is what they need to consider. He said that he hears a lot of people questioning the actors and <br /> the intent, but he said that he knows the actors and that it would be nuts to think they are involved <br /> in some conspiracy scheme. He said there has been a lot of analysis done as part of this proposal. <br /> He said he would like to see more types of development like this rather than communities that <br /> lead to sprawl. <br /> Cheryl Fox said she lives on Gold Mine Loop and is across the road from the proposed <br /> development. She said her daughter and her family live closest to the development. She said a <br />
