ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 20, 2004 <br />Action Agenda <br />Item No. 3 <br />SUBJECT: 2004-14 County Capital Investment Plan Presentation <br />DEPARTMENT: County Manager/Budget/ PUBLIC HEARING: (Y/N) No <br />CHCCS/QCS <br />ATTACHMENT(S): <br />2004-2014 Recommended County CIP <br />(distributed under separate cover) <br />INFORMATION CONTACT: <br />.John Link or Rod Visser, ext 2300 <br />Donna Dean, ext 2151 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To receive a presentation on the Manager's Recommended 10-year County <br />Capital Investment Plan, <br />BACKGROUND: Each year, the County Manager and staff update the County's ten-year <br />Capital Investment Plan (CIP), The CIP is a multi-year plan that addresses County and school <br />needs for long-lived assets, Items typically included in the CIP are construction, refurbishment, <br />or purchases of buildings; land acquisition ar improvement; and major equipment and vehicle <br />acquisition and financing, This process offers an opportunity to review long-term capital needs <br />and enables timely acquisition and phased financing of major assets. <br />The Board of Commissioners is not expected fo make any decisions on project allocations at <br />this meeting. County staff can respond to specific questions about individual projects during the <br />June budget work sessions, Changes to the CIP can be made during several work sessions <br />over the coming weeks before the Board considers formal adoption of the plan in late .June <br />2004, The May 27 and June 3 public hearings on the proposed 2004-05 operating budget will <br />also afford citizens the opportunity to comment an the County portion of the 2004-2014 CIP. <br />FINANCIAL IMPACT: There is no direct financial impact associated with the presentation of <br />the County CIP, However, the Bcard will make substantial allocation decisions, for both County <br />and school capital projects, involving millions of dollars later this spring. Board funding <br />decisions for FY 2004-05 will be enacted through capital project ordinances that will be adopted <br />in June 2004. <br />RECOMMENDATION(S): The Manager recommends that the Board receive the presentation <br />far information only at this time, <br />
