7 <br /> 1 Slide #10 <br /> Water and Sewer Management, Planning, and Boundary <br /> Agreement ( ASMPBA) <br /> • Purpose: <br /> 1. To provide a comprehensive,County-wide system of service areas for future utility development and interest <br /> areas for dealing with private water and wastewater system problems in areas without public water and sewer <br /> service. <br /> 2. To complement growth management objectives, land use plans and annexation plans in existing agreements, <br /> such as the Orange County-Chapel Hill-Carrboro Joint Planning Agreement and Joint Planning Area Land <br /> Use Plan <br /> 3, To resolve in advance and preclude future conflicts about future service areas and annexation areas <br /> 4. To provide for predictable long-range water and sewer capital improvement planning and financing <br /> 5. To provide for limitations on water and sewer service in certain areas,as defined. <br /> • Signatories are Orange County,Chapel Hill,Carrboro,Hillsborough,OWASA <br /> • Established"Primary Service Areas"for public water and sewer service. <br /> • "Long Term Interest Area"defined the first responding party if there is a public health emergency. <br /> • Amendments require action by all 5 signatories, <br /> 2 <br /> 3 Perdita Holtz said that amendments require the approval of all five signatories. <br /> 4 <br /> 5 Slide #11 <br /> Schools Adequate Public Facilities <br /> Ordinance (SAPFO) Memorandum of <br /> Understanding <br /> 2003 <br /> • Orange County, Hillsborough, and the Orange County School District to work together to <br /> ensure that new residential growth within the school distract occurs at a pace that allows for the <br /> provision of adequate school facilities to serve the children within new developments. <br /> • Requirement for issuance of CAPS(Certificate of Adequate Public Schools)adopted into <br /> zoning regulations. <br /> • School district issues/signs CAPS <br /> • In theory, a CAPS would not be issued if there is not adequate capacity within the schools <br /> • Annual report produced by the SAPFOTAC (SAPFO Technical Advisory Committee) <br /> 6 <br /> 7 <br /> 8 <br /> 9 <br />
