Orange County Watershed Boundary Pat Mallett, Deputy Director, Development <br /> Map with Subject Property Denoted Services, 919-245-2577 <br /> Cy Stober, Planning Director, 919-245-2585 <br /> PURPOSE: To amend the University Lake Protected and Jordan Lake Unprotected Watershed <br /> boundary line on the unaddressed property with Orange County Parcel Identification Number <br /> (PIN) 9851-43-7477, Bingham Township, to reflect a ridgeline that was professionally surveyed <br /> on the property in January 2025 (Attachment 1). <br /> BACKGROUND: Jason and Lindsey Maslow, owners of the +/- 40.45-acre subject parcel, hired <br /> Donald E. Robinson, PLS, to survey the parcel's topography, including the ridge line between the <br /> two (2) watersheds on their property. This work revealed a discrepancy with Orange County's <br /> mapped watershed boundary lines (Attachments 2 and 3). Based on the submitted survey, <br /> approximately 4.42 acres of land area within the subject parcel will be removed from the University <br /> Lake Protected Watershed and correspondingly added to the Jordan Lake Unprotected <br /> Watershed, within the confines of the parcel boundary. <br /> Based on staff review and coordination with the NC Division of Energy, Mineral, and Land <br /> Resources Department of Environmental Quality (NC DEMLR — DEQ) Water Supply Watershed <br /> Protection Coordinator, the sealed professional survey should be recognized as the true ridgeline <br /> and watershed boundary on the property. As a matter of policy, the State advises delegated <br /> programs such as Orange County to notify the elected body of the watershed boundary change <br /> for formal recognition. This item serves as that notification. <br /> Staff will likewise notify NC DEMLR and the North Carolina Environmental Management <br /> Commission (EMC) of the change, subject to County acknowledgement. Staff will also correct <br /> the representation of the watershed boundary line on the subject property. <br /> Note: Critical and Protected Watersheds within Orange County are part of the County's delegated <br /> Stormwater Management Program, as reflected in the adopted Watershed Boundary Map <br /> (Attachment 3). These watersheds are also adopted Zoning Overlay Districts in the Unified <br />
