9 <br /> 1 Cy Stober, Planning Director, continued the presentation: <br /> 2 <br /> 3 Slide #13 <br /> Capacity Use Agreement for the Eno <br /> River <br /> - 1988 with revisions in 1989, 1000, 2000, and 2021 <br /> • Result of a Capacity Use Investigation by the(now) NC Department of <br /> Environmental Quality, Division of Water Resources(DWR) <br /> Issues with using the Eno River as a dependable water supply,especially during <br /> times of draught <br /> • The voluntary agreement avoided formal designations and regulations <br /> • Equitable use of the water resources while providing for minimum flows on the Eno <br /> River <br /> • Water Management Operations Plan with quarterly and annual reports, <br /> administered by DWR <br /> 4 <br /> 5 Cy Stober said that the county has an obligation to the downstream users and to the state <br /> 6 to assess potential catastrophic disasters if the dams were to fail.
