2 <br /> 1 These plans and agreements have been central to Hillsborough's Comprehensive Sustainability <br /> 2 Plan 2030 (adopted 2023) and to the County's Land Use Plan 2050 process currently underway <br /> 3 and anticipated for adoption in the first half of 2026. <br /> 4 <br /> 5 Additionally, Orange County has a long-standing (1986/87) joint plan and agreement with the <br /> 6 Towns of Carrboro and Chapel Hill that, among other things, established the Rural Buffer.
