Interlocal Planning Agreements — History and Background <br /> 31 Orange County and its municipalities, including the Town of Hillsborough, have a long, successful <br /> 32 history of joint planning, coordination, and interlocal agreements. Interlocal plans and agreements <br /> 33 currently in effect to which the Town is also a party include: <br /> 34 <br /> • Central Orange Coordinated Area Capacity Use Agreement for the Eno <br /> (COCA) (2006 —first phase) River (1988) <br /> • Courtesy Review Agreement (2003) 0 Water and Sewer Management, <br /> Planning, and Boundary Agreement <br /> (WASMPBA) (2001) <br /> • Utility Services Agreement for Schools Adequate Public Facilities <br /> Economic Development District south of 1-40 Ordinance (SAPFO) Memorandum of <br /> (2017) Understanding (2003) <br /> 35 <br /> 36 Two additional interlocal agreements to be discussed are: <br /> 37 Interlocal Agreement for Building Permit Administration <br /> 38 Interlocal Agreement for Stormwater and Erosion Control <br /> 39 <br />
