She said the only thing the county did was basically
be the employer of record. She said that it is interesting question whether the county should take
this on and be in charge.
Blake Rosser said according to the ILA the county is not supposed to do that. He said
that the previous partnership manager did such a great job, but Danielle really understands the
Continuum of Care. He said he will likely bring the Board an option to combine two groups into
one. He said that the partnership manager should not be residing over the performance review
committee because there is a conflict of interest there. He said the grants position is relatively
new and they will be the main staff liaison with that committee, and they will be more independent
than they have been.
Chair Bedford asked if HUD mandates a Continuum of Care.
Blake Rosser said yes, and it is the industry standard.
Chair Bedford asked if it must be the executive team the way it is now.
Blake Rosser said the executive committee is a local choice. He said the way they have
arranged it is with the leadership team, the executive committee, and the Partnership as a whole.
He said they have stepped back from that, and they are focusing on being in alignment with the
country standard. He said it is better to be going along with what everyone is doing because it
simplifies things.
Commissioner Portie-Ascott asked if there are residents with lived experience who are
also not part of a non-profit.
Blake Rosser said they had one person, but that person is not a currently active attendee.
He said he is unaware of any others.
