She said they opened the new place in Carrboro for the food pantry and <br /> 9 meals. <br /> 10 Vice-Chair Hamilton said a person in a day center is homeless. She said this provides a <br /> 11 distinction between the department to end homelessness and the department that provides <br /> 12 temporary shelter. She said both are needed but they need to think about the role to provide the <br /> 13 permanent housing versus the role of the group to provide temporary shelter. She said that <br /> 14 Orange County provides shelter services through a non-profit and she hears that it does not <br /> 15 currently meet the need. She asked is it the role of the Partnership or DSS to provide shelter <br /> 16 services. <br /> 17 Danielle Butler, Partnership to End Homelessness Manager, said that her vision of a day <br /> 18 center is a place that has all the basic needs and is also a place where people can meet with <br /> 19 employment services. She said she would like for that to occur where they can provide other wrap <br /> 20 around services. <br /> 21 Commissioner Portie-Ascott asked for information about IFC asking people to leave during <br /> 22 the day and Vice-Chair Hamilton's thoughts. She said that she does not understand why they are <br /> 23 made to leave. <br /> 24 Vice-Chair Hamilton said she wanted to clarify the Partnership to End Homelessness' <br /> 25 specific mission. She said that temporary shelters play a role in that. She said there are questions <br /> 26 that should be asked to make sure that that one department is not doing it all. <br /> 27 <br /> 28 <br />
