11
I Slide #8
Major documents need updating
•Ten Year Plan (Last updated 2020)
Updates totaling from 3-12 pages have been
added at the end of document in 2013,
2015, 2018 and 2020
Gaps Analysis (Last updated 2021)
Work last done to update this document in
2023, but does not appear to have been
finalized
OCPEH Staff will update both documents
by January 2020. nORANGECOUNTY
HOUSING DEPARTMENT
2
3 Commissioner Portie-Ascott asked for clarification on the ten-year plan because she
4 thought the ten-year plan was for the chronic homelessness.
5 Blake Rosser said neither document has been updated. He said the ten-year plan was
6 last updated in 2020.
7 Commissioner Portie-Ascott said the document she is looking at outlined the goals.
8 Blake Rosser said that he did not have a copy of plan in front of him.
9 Commissioner Portie-Ascott said has increased access to certain sectors and it was from
10 2007.
11 Blake Rosser said his understanding of the update is additions to the plan and not
12 commenting on things that have come before but he said that he does want to look into it.
13 Commissioner Portie-Ascott said ending the root causes of homelessness includes
14 employment, so she wanted to know why increasing access to it would be taken out. She said
15 when the presentation gets to that information, she will ask that be included in the monthly data
16 that is reported so they can talk about the progress.
17 Blake Rosser said that his intention of including all the documents was to allow the Board
18 to review them and their plan is to have firm updates by this time next year. He said that staff who
19 would have been present during the last update were no longer with the county, so he does not
20 have a way of asking.
21 Chair Bedford said she was the liaison in 2022 and the gaps analysis needs to be updated
22 for inflation. She said the group had prioritized permanent supportive housing.
23 Blake Rosser said there was an interesting in a draft update that had a table that prioritized
24 every gap on a scale of 1-4.
25
26
