She said she has a concern for the <br /> 2 watershed and how the septic fields would affect those downstream. <br /> 3 Peter Childers said he does not live near this development but is here in support of <br /> 4 neighbors who do. He said he would be more inclined to support this if there was water and sewer <br /> 5 there rather than wells and septic. He said that he does not want this to become a precedent for <br /> 6 the county. <br /> 7 Kelly Bruce said she has lived on Morrow Mill Rd. for over 10 years. She said she has no <br /> 8 problem with the people of H4D, but this proposal is wrong for this area. She asked the Board to <br /> 9 vote no. <br /> 10 Josh Setzer said he has been to all the meetings about this development. He said he is <br /> 11 fearful that H4D is not a traditional developer. He said this group was founded by a few people of <br /> 12 different backgrounds, but it doesn't change the fact that there is no portfolio of properties. He <br /> 13 said there has been flipping and flopping about the development. He said he has questions about <br /> 14 the leadership and stability of this entity. <br /> 15 Steve Kizer said that his home and property is located about 600 yards from the proposed <br /> 16 development. He said that he was chairman of the Board of Adjustment and a member of the <br /> 17 Planning Board when the current land use plans were developed and installed. He said the goal <br /> 18 was to prevent urban sprawl and preserve the rural character of the county. He said that in those <br /> 19 days, zoning was not well received by the residents. He said that promises were made that <br /> 20 explained how difficult it is to change zoning laws, and these were laws based on the two priorities <br /> 21 mentioned above. He said this proposal is certainly a test of the limits of the plans. He expressed <br /> 22 concerns about water usage and septic systems of the development. He said no wells produce <br /> 23 more than 5-6 gallons per minute. He said it is simply not possible to plan on well water to provide <br /> 24 water for this development. He said the on-site waste management will have to be pumped into <br /> 25 the adequate soil and if it fails, the county will have to condemn or provide the services. <br /> 26 Atiti Watson said her family has lived on Gold Mine Loop for 4 years. She asked the Board <br /> 27 to deny the project. She said they purchased their home with the goal of being in a rural area. <br /> 28 She said she is concerned about the noise and not just what you can see from the road. She said <br /> 29 they are in the process of growing enough produce to serve the needs of the community. She <br /> 30 said they plan to age in place where they are. She said the project will increase the traffic and <br /> 31 harm the charm of the neighborhood. She said that the development will pose a threat to the <br /> 32 water supply. She said the location of the septic system is also concerning. She asked the Board <br /> 33 to deny the project. <br /> 34 Carol Mellon said she lives on Gold Mine Loop. She said they purchased their home with <br /> 35 a desire to live in a rural area. She said they have lived in cities and high-density areas, and they <br /> 36 chose this area because it is far enough from a city. She said that they did not realize that high <br /> 37 density development would follow them out to where they are because it does not fit the area. <br /> 38 She said they live about 1,000 feet from the area. She said that she is concerned with noise that <br /> 39 may come from the development. She said it does not fit with the rural character of the <br /> 40 surrounding area. She submitted an article"Americans Risk Losing Life Savings when Retirement <br /> 41 Homes Go Bust." She said that bankruptcy courts can void any promises made of returning funds <br /> 42 to residents. She asked the Board to agree with the Planning Board that it is not a suitable <br /> 43 development for this area. <br /> 44 Aadra Bhatt said she heard about this project from her neighbors. She said she at first <br /> 45 really liked the idea but now that it is at 100 units, she does not see it as sustainable. She said <br /> 46 she does not oppose the project in its spirit, however the fear that is shared, is not unfounded. <br /> 47 She said she grew up in India and she could hear what was happening in her neighbors' home <br /> 48 and they were allotted one hour of running water per day. She said that the sewage can <br /> 49 contaminate the neighbors' water as well. She said she is not sure that the entire community's <br /> 50 water usage and need can be accurately calculated. She asked the Board to consider all of those <br /> 51 points. <br />
