She said she ran into a resident that expressed gratitude for their <br /> 7 emergency services and the sheriff's department. <br /> 8 Commissioner Fowler said she attended the BOH meeting on 1/22 and received a <br /> 9 presentation from nutrition services. She said they provide 1:1 and group nutrition education and <br /> 10 a variety of nutrition services. She said that on 1/28, the Triangle West Transportation Planning <br /> 11 Organization, formerly the DCHC-MPO met, and they have recently rebranded. She said that she <br /> 12 also attended the GoTriangle Special Tax Board meeting on 1/30. <br /> 13 Commissioner Carter said she attended the Essentials of County Government class <br /> 14 provided by NCACC. She said she sat in on an MPO joint meeting and said there is a lot of work <br /> 15 being done for transportation. She said the JLOW is having a meeting next week on 2/13 at 9 am <br /> 16 to talk about water and water quality. She encouraged anyone interested to sign up to attend. <br /> 17 <br /> 18 4. Proclamations/ Resolutions/ Special Presentations <br /> 19 a. Black History Month Proclamation <br /> 20 The Board adopted a proclamation designating February 2025 as Black History Month in Orange <br /> 21 County. <br /> 22 <br /> 23 BACKGROUND: Black History Month originated from the efforts of Carter G. Woodson and three <br /> 24 colleagues, who established the Association for the Study of Negro Life and History (ASNLH) in <br /> 25 1915. Their mission was to research, preserve, and promote the achievements of Black <br /> 26 Americans and people of African descent. Inspired by the fiftieth anniversary of emancipation <br /> 27 celebrations in Washington, D.C., the ASNLH introduced the concept of a Negro History Week in <br /> 28 1926. <br /> 29 <br /> 30 This celebration was intentionally placed in February to honor the birthdays of Abraham Lincoln <br /> 31 and Frederick Douglass, two pivotal figures in the fight for freedom and equality. Over time, the <br /> 32 event grew in prominence, culminating in 1976 when President Gerald Ford officially expanded <br /> 33 the observance to the entire month of February. President Ford called on Americans to "seize the <br /> 34 opportunity to honor the too-often neglected accomplishments of Black Americans in every area <br /> 35 of endeavor throughout our history." Since then, every U.S. president has recognized Black <br /> 36 History Month. <br /> 37 <br /> 38 This year's theme is "African Americans and Labor", honoring the role Black people have played <br /> 39 in establishing this country through both free work and enslaved labor. <br /> 40 <br /> 41 Paul Slack, Chief Equity and Inclusion Officer, reviewed the background information for <br /> 42 this item.
