He said they are working on improving older and leakier basins. He <br /> 12 said that the work is happening along the same time as the new capacity projects. <br /> 13 Commissioner Carter asked if that would help the release of nutrient events into the river. <br /> 14 Matt Efird said it will reduce the flow into the system, which reduces the outflow. <br />
