19
1 allowable nutrient discharge and that creates a major pinch point. He said if these new rules go
2 into effect, that will have a significant impact on their ability to provide service.
3 Chair Bedford asked if the changes to the Falls Lake Rules are the UNRBA rules that are
4 adopted by DEQ.
5 Matt Efird said yes, and that the town will get an update from their engineer with
6 information on how they plan to address the capacity limitations.
7 Chair Bedford asked if the tradeoffs with Raleigh impacts how much Hillsborough is
8 allowed to discharge.
9 Matt Efird he was unsure.
10 Commissioner Greene said this is about the water quality itself as opposed to the land use
11 component.
12 Commissioner Portie-Ascott asked if there is capacity with the projected new housing
13 growth and sewer constraints.
14 Matt Efird said they have about 1500 permitted units in the pipeline that are accounted for
15 in the capacity and projects are being evaluated for capacity. He said the answer is no, there will
16 not be enough capacity to meet the housing gap but that is more about the amount of housing
17 units needed and less on the capacity.
18 Shannan Campbell said they are going to be embarking on a rewrite of the comprehensive
19 development ordinance and the CFP recommended adjusting and creating more flexibility in Town
20 and allow for more density and housing types that are permitted. She said there is currently an
21 emphasis on a large lot, large home development pattern. She said they hope to achieve this in
22 the next five years. She said that one of the big recommendations is to shrink in the urban services
23 boundary and define where they will not expand water and sewer services. She said they also
24 need to adopt a future land use map and that will require approval in the COCA, and this will be
25 aligned with the water and sewer capacity. She said there are a lot of things in the current COCA
26 that is confusing to developers, and it is time to evolve the plan.
27
28 Shannan Campbell continued the presentation.
29
30 Slide #10
Sewer Capacity Connection to Land Use Plans
• The CSP recommendations: 'I
• Reduction of the Urban Service Boundary to
prevent/reduce sprawl and encourage consolidated _ i-
infrastructure.This will impact the WASAMPBA
agreement and necessitate updates.
• Adjusting the LIDO during the re-write to include t
L
more flexibility through zoning for lot size, density,
and housing types
• Future alignment of the FLUM with Fig.4.4 - i
(Potential Growth Areas)This will impact the COCA
agreement and JPA with Hillsborough and Orange ,- -="`r
County.
31
