12 <br /> 1 Slide #19 <br /> Conversations <br /> ID <br /> 2 <br /> 3 Chair Bedford said the county would continue to work on the 2050 land use plan and that <br /> 4 input from the Town of Hillsborough is welcome. She said that as the land use plan is developed <br /> 5 and approved, the county will have to redo the Future Land Use Map (FLUM) and that a number <br /> 6 of agreements will need to be updated. <br /> 7 Commissioner Fowler asked a question about slide #4. She asked why the county has <br /> 8 urbanizing areas. <br /> 9 Perdita Holtz said Orange County has had urbanizing areas around Hillsborough since <br /> 10 1981. She said it was primarily taking lands that were already designated that way on the future <br /> 11 land use map and incorporating them into this agreement. She said that the Hillsborough EDD, <br /> 12 south of 1-40, is in Orange County's jurisdiction. <br /> 13 Commissioner Fowler asked if it is urbanized, could it be annexed. <br /> 14 Perdita Holtz said that if it is served with water and sewer, it will be most likely be annexed. <br /> 15 She said that when the agreements were made, involuntary annexation was allowed. <br /> 16 Commissioner Fowler asked if they would continue to have different types of Urbanzing <br /> 17 Areas. <br /> 18 Perdita Holtz said they have it now but if they continue to have it, that remains to be seen. <br /> 19 She said that it would have to be changed through the agreement process. <br /> 20 Shannan Campbell said these areas are unlikely to be urbanizing in the way that they <br /> 21 thought they would in the early 2000s. She said that based upon the conservation growth mindset, <br /> 22 Hillsborough is moving more towards smart growth, with an increase in density rather than <br /> 23 expanding outward into sprawl. <br /> 24 Marilyn Carter said it seems that sewer capacity can be a challenge especially the <br /> 25 hydraulic capacity. She asked at what point would they discuss possible connection points <br /> 26 between that, WASAMBA, and the Land Use Planning. <br /> 27 Shannan Campbell said the town is experiencing challenges due to growth. She said they <br /> 28 want to make sure they are making the best growth decisions for their citizens. She said they <br /> 29 would continue to have conversations, and the utility department would also continue speaking to <br /> 30 partners for capacity growth. She said they have a robust plan for capital improvements over the <br /> 31 next seven years and they will talk more about that. She said this is a precursor because they will <br /> 32 likely have to work together in the future. <br /> 33 <br /> 34 <br />
