To better serve the public and improve the county's approach to multimodal transportation <br /> planning, OCTS has developed an advanced DAC Memo Template.This new template shifts from <br /> a broad policy reference document to a data-driven, fact-based analysis and recommendation <br /> report(Attachment 1).The revised framework provides developers with clearer expectations and <br /> actionable guidance on addressing the multimodal impact of their projects. <br /> Next Step: <br /> • Update the Unified Development Ordinance (UDO): Incorporate best practices for <br /> multimodal assessment in collaboration with the Planning Department to enhance <br /> transportation planning and development review processes. <br /> • Encroachment Agreement Guidance: Follow the North Carolina Department of <br /> Transportation's (NCDOT) recommendation to evaluate and implement Encroachment <br /> Agreements on a case-by-case basis to ensure appropriate infrastructure integration. <br /> To ensure transparency and incorporate community insights, OCTS is seeking comment on the <br /> revised DAC Memo Template. Stakeholder input will help refine the document further, ensuring <br /> that it aligns with the county's goals of safe, inclusive, and sustainable transportation <br /> infrastructure. For further details or to provide feedback, please refer to Attachment 1. <br /> TRANPORTATION ADVISORY SERVICE (TAS): <br /> FINANCIAL IMPACT: No financial impact currently. <br /> ALIGNMENT WITH STRATEGIC PLAN: <br /> • GOAL4: MULTI-MODAL TRANSPORTATION <br /> • OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> • OBJECTIVE 3. Support road projects that address congestion and reduce commute time <br /> using the County' s Complete Streets policy. <br /> • OBJECTIVE 4. Coordinate transit investments with municipal and county land use planning <br /> to reduce vehicle miles travelled and to provide more equitable access to shopping, <br /> employment, medical centers, college campuses, etc. <br /> • OBJECTIVE 6. Update transportation related plans to provide more multi-modal options <br /> including rural Orange County. <br /> ACTION: <br /> Provide comments on the Revised DAC Memo Template (Attachment 1). <br />
