OCTS DAC Memo V2.5 <br /> PURPOSE: Provide comments on the Revised DAC Memo Template. <br /> BACKGROUND: The Director of Orange County Transportation Services (OCTS) has completed a <br /> comprehensive study aimed at refining the department's roles and responsibilities within the <br /> County's DAC. This effort was conducted in coordination with the North Carolina Department of <br /> Transportation (NCDOT)and included a thorough investigation into best practices for multimodal <br /> assessment. <br /> To inform this initiative, the research incorporated guidance from leading organizations in <br /> transportation planning and engineering, including: <br /> • American Society of Civil Engineers (ASEC)— DEI Best Practices: Universal Design (link) <br /> • American Planning Association —Complete Street: Best Policy and Implementation Practices <br /> (link) <br /> • American Association of Retired Persons— Evaluating Complete Streets Projects (link) <br /> • Charlotte Unified Development Ordinance— Multimodal Assessment (link) <br /> Previously, the OCTS DAC template provided only limited guidance to developers, primarily <br /> referencing: <br /> • UDO <br /> • Orange County Complete Street Policy <br /> • Orange County Vision Zero Policy <br /> • Short Range and Long-Range Transit Plans <br /> • All other Transportation Plans <br /> This initial framework offered minimal insight into the specific multimodal impacts of new <br /> developments, limiting the county's ability to comprehensively assess and guide sustainable <br /> transportation planning.
