ORANGE TRANSPORTATION
COUNTY GOVERNMENT
TRANSPORTATION SERVICES DEPARTMENT
COUNTY
NoKm CALIQLLNA PUBLIC TRANSIT
OrangeCounty
Item 5.b.
Subject: Transportation Development Advisory Committee (DAC) Memo V2.5
Attachment: 1. OCTS DAC Memo V2.5
PURPOSE: Provide comments on the Revised DAC Memo Template.
BACKGROUND: The Director of Orange County Transportation Services (OCTS) has completed a
comprehensive study aimed at refining the department's roles and responsibilities within the
County's DAC. This effort was conducted in coordination with the North Carolina Department of
Transportation (NCDOT)and included a thorough investigation into best practices for multimodal
assessment.
To inform this initiative, the research incorporated guidance from leading organizations in
transportation planning and engineering, including:
• American Society of Civil Engineers (ASEC)— DEI Best Practices: Universal Design (link)
• American Planning Association —Complete Street: Best Policy and Implementation Practices
(link)
• American Association of Retired Persons— Evaluating Complete Streets Projects (link)
• Charlotte Unified Development Ordinance— Multimodal Assessment (link)
Previously, the OCTS DAC template provided only limited guidance to developers, primarily
referencing:
• UDO
• Orange County Complete Street Policy
• Orange County Vision Zero Policy
• Short Range and Long-Range Transit Plans
• All other Transportation Plans
This initial framework offered minimal insight into the specific multimodal impacts of new
developments, limiting the county's ability to comprehensively assess and guide sustainable
transportation planning. Recognizing the need for a more robust approach, Orange County has
made substantial progress in addressing multimodal transportation through locally adopted
plans such as:
• The Safe Routes to School Plan
• The Transportation Multimodal Plan
Both plans have been recognized for their forward-thinking approach and have been selected for
presentation at the North Carolina Metropolitan Planning Association Annual Conference.
600 Hwy 86 N - Hillsborough, North Carolina 27278
Phone (919)245-2008 - Fax (919) 732-2137
orangecountync.gov/transportation
