Before final approval, each MPO/RPO will conduct a public review period and a public hearing to <br /> ensure community input is incorporated into the decision-making process. <br /> SPOT P8.0 Project List <br /> OCTS staff is recommending Orange County transportation priorities be updated so that projects <br /> may compete better. These changes are provided in Attachments 1 - 3. Many Orange County <br /> transportation priorities are carried forward. <br /> • Staff recommending removal of independent bike/ped projects by State Transportation <br /> Investment law North Carolina General Statutes § 136-189.11 (d).(3).c. <br /> • Independent bike/ped projects can be pursued through Federal Surface Transportation Block <br /> Grant Direct Allocation (SDBGDA) which is part of STIP. They require 20% local match and <br /> local administration. <br /> TRANPORTATION ADVISORY SERVICE (TAS): <br /> FINANCIAL IMPACT: Transit tax is reimbursed to respective project sponsors per the approved <br /> annual work program and any subsequent amendments. <br /> ALIGNMENT WITH STRATEGIC PLAN: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> • OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> • OBJECTIVE 3. Support road projects that address congestion and reduce commute time <br /> using the County' s Complete Streets policy. <br /> • OBJECTIVE 4. Coordinate transit investments with municipal and county land use planning <br /> to reduce vehicle miles travelled and to provide more equitable access to shopping, <br /> employment, medical centers, college campuses, etc. <br /> • OBJECTIVE 6. Update transportation related plans to provide more multi-modal options <br /> including rural Orange County. <br /> ACTION: <br /> OUTBoard recommend BOCC approve Orange County Transportation Priorities for SPOT 8.0 <br /> (Attachment 1—3). <br />
