BG MPO—OC Priority List <br /> PURPOSE: Recommend Board of County Commissioners (BOCC) approve the Orange County <br /> Transportation Priorities for Strategic Prioritization of Transportation (SPOT) process. <br /> BACKGROUND: Every two years,the North Carolina Board of Transportation (BOT) adopts a ten- <br /> year Statewide Transportation Improvement Program (STIP) to allocate funding and establish a <br /> project schedule for transportation initiatives across the state. This comprehensive plan <br /> encompasses projects for all modes of transportation and is designed to align with the long-term <br /> strategies outlined in the Comprehensive Transportation Plan (CTP) and the Metropolitan <br /> Transportation Plan (MTP), which are developed and adopted by Metropolitan Planning <br /> Organizations (MPOs) and Rural Planning Organizations (RPOs). <br /> CTP and MTP serve as foundational planning tools that guide MPOs and RPOs in selecting <br /> transportation projects for submission to STIP. Project selection is conducted through the <br /> Strategic Prioritization of Transportation (SPOT) process, ensuring a data-driven approach to <br /> transportation investments. <br /> SPOT P7.0 Schedule and Process <br /> Between spring and fall 2025, MPOs and RPOs across North Carolina will submit a limited number <br /> of transportation projects to the North Carolina Department of Transportation (NCDOT) for <br /> consideration in SPOT scoring. The number of projects each MPO/RPO can submit is determined <br /> by their population size and total centerline miles. <br /> Before submission, each project must receive approval from the respective governing Boards of <br /> the MPOs/RPOs. Additionally, in Orange County, the Board of County Commissioners (BOCC) is <br /> required to approve the list of county transportation priorities before these projects can be <br /> submitted to the relevant MPO/RPO. Each MPO/RPO employs its own process to determine <br /> which projects to submit for consideration under SPOT. Examples include: <br /> • Triangle West Transportation Planning Organization (TWTPO): Utilizes a Technical <br /> Subcommittee to develop a draft project list, which is then made available for public review <br /> before finalizing the draft list for its Board consideration. <br /> • Central Pine Rural Planning Organization (CPRPO): Employs a Geographic Equity approach, <br /> ensuring that each county is allocated an equal number of projects for each transportation <br /> mode, later submitted to its Board for consideration. <br /> • Burlington-Graham Metropolitan Planning Organization (BG MPO): Uses preliminary SPOT <br /> scores as a key criterion for determining which projects to submit. <br /> 600 Hwy 86 N - Hillsborough, North Carolina 27278 <br /> Phone (919)245-2008 - Fax (919) 732-2137 <br /> orangecountync.gov/transportation <br />
