Dismantle <br /> historic land use inequities by ensuring fair and equitable access to housing, <br /> employment,transportation,services and community facilities, natural areas, <br /> -� parks,and recreation that contribute to health and quality of life. <br /> H <br /> 0 Housing Attainability: Increase the number of community members who <br /> both live and work in Orange County by supporting the development <br /> > of and access to a diverse array of housing options, including for worker <br /> s households and seniors. Policy agreements with municipalities should <br /> 4J <br /> '3 encourage infill density where utilities already exist,and the County should <br /> V revise its regulations to allow for increased density at strategic locations <br /> that encourage use of crossroad activity nodes and minimize disruption to <br /> the county's environmental,open space and agricultural resources. Housing <br /> Q should be safe,climate-smart, high quality,affordable to different household <br /> incomes,and accessible to key destinations such as healthcare,employment, <br /> and community resources. <br /> Economy and Employment: Enhance Economic Development Areas <br /> (EDAs)to foster development of new businesses that reinforce the County's <br /> commitment to sustainable development through implementing site design <br /> and green building practices, leveraging multimodal transportation options, <br /> advancing the economic upward mobility of community members, reducing <br /> d' vehicle miles traveled by providing new jobs closer to residents' homes,and <br /> 0 diversifying the local tax base. <br /> t <br /> Services and Community Facilities: Provide equitable access to goods, <br /> H services,and facilities for all residents. Partner with municipalities and utility <br /> providers in Orange County to provide services and community facilities <br /> •7 that support the County's Conservation and Growth Framework; optimize <br /> available resources that are fiscally responsible; are land,energy,and water <br /> t efficient;and promote resiliency within our community. <br /> •3 Transportation and Mobility: Support collaboration with municipalities <br /> and regional transportation partners to achieve innovative, resilient,and <br /> C sustainable multi-modal travel options that reduce traffic congestion, <br /> increase public safety,decrease vehicle miles traveled,and reduce air <br /> Q pollution. Support the County's Conservation and Growth Framework <br /> (the Future Land Use Map and 2050 Land Use Plan policy guidance)to <br /> realize a land use pattern that will reduce vehicle miles traveled to access <br /> goods,services,and employment.
