94 <br /> UPDATING & AMENDING THE PLAN <br /> The Orange County Land Use Plan 2050 presents a vision for the future,intended to guide <br /> policy decisions over the next 25 years.A land use plan should remain a relevant, living <br /> document that continues to represent the priorities of the community and responds to <br /> changing conditions over time.To accomplish this,the Plan should be regularly analyzed and <br /> amended. Following adoption, it is good planning practice to update the Plan approximately <br /> every ten years. <br /> The Conservation and Growth Map should also be monitored to identify trends that may justify <br /> changes to the Plan's policy direction and map guidance. It is recommended that Orange <br /> County establish specified pre-determined intervals(such as on an annual basis)for staff- <br /> initiated plan amendments to be presented to the Commissioners,resulting in the formal <br /> amendment of any inconsistencies that have been created through the rezoning process. <br /> Regular reviews can include monitoring changes to the Conservation and Growth Map and <br /> prioritization of the recommended Actions from the Land Use Plan 2050 with other processes, <br /> such as the Strategic Plan updates and capital improvement plans. <br /> MONITORING AND REPORTING <br /> Monitoring and reporting on the Land Use Plan should be an ongoing process that <br /> includes status reports on plan implementation to the public at regular intervals. It is good <br /> planning practice to report on implementation every two years and it is the intent that <br /> an implementation report will be delivered on a regular schedule to the Orange County <br /> Commissioners as determined by planning staff.This report should track performance metrics <br /> overtime and measure overall progress toward achieving the Land Use Plan Goals. <br /> Evaluation of the following performance metrics will provide a measurable way to understand <br /> how effectively the Plan is achieving the community's desired outcomes.The metrics were <br /> developed by Orange County staff with an emphasis on alignment with other current County <br /> initiatives and efforts to implement the Strategic Plan. <br /> Goal Performance Metric <br /> Agriculture, Working Permanently protect 300 additional acres of farmland, <br /> Lands, and Open priority natural areas, riparian buffer lands,floodplains, and <br /> Space wildlife habitat over the next 5 years.(Data from DEAPR <br /> conservation lands tracking) <br /> Community Equity Maintain general levels of socioeconomic diversity in the <br /> County(ACS data can be tracked annually) <br /> Expand the non-residential tax base by increasing the <br /> Economy and assessed value of real and personal property in the County's <br /> Employment Economic Development Districts and Commercial/Industrial <br /> Transition Activity Nodes by 20%over the five-year period <br /> ending June 2029 <br /> ORANGE COUNTY LAND USE PLAN 2050 91 <br />
