76 <br /> Strategically supportinvestment <br /> sewer infrastructure in keyeconomic <br /> development areas to foster growth, attract new <br /> businesses or expand existing, and provide for a <br /> healthy fiscal balance. <br /> Orange County will ensure that essential services are available to foster <br /> growth, attract investment, and create a sustainable environment for <br /> businesses to thrive, while also enhancing the quality of life for residents <br /> and promoting long-term economic and fiscal stability. <br /> The intent of this policy is to align infrastructure investment with economic <br /> development goals by proactively providing public water and sewer services to <br /> Economic Development Areas and evaluating opportunities to provide private water <br /> and wastewater service to Rural Activity Nodes, Rural Conservation Neighborhoods, <br /> and Economic Development Areas unable to be served by public systems. By <br /> focusing on infrastructure improvements in targeted locations,this policy seeks to <br /> catalyze economic activity and provide new forms of living-wage employment in the <br /> county,as well as seeking a diversified tax base that can reduce the tax burden on <br /> residential homeowners.The policy aims to result in sustainable growth, ensuring that <br /> infrastructure investments are made efficiently and strategically to support long-term <br /> development in areas that can serve employment needs and reduce commuter VMTs. <br /> Objectives of this policy include: <br /> • Continue to target infrastructure investments to Economic Development Areas <br /> for projects that meet the objectives of this plan. <br /> • Evaluate opportunities to encourage private water and wastewater service to Rural <br /> Activity Nodes to increase potential for development activity of these sites. <br /> • Evaluate opportunities to encourage private water and wastewater service to Rural <br /> Conservation Neighborhoods to provide opportunities for co-locating housing <br /> with neighborhood-scale services within unincorporated Orange County. <br /> ORANGE COUNTY LAND USE PLAN 2050 73 <br />
