75 <br /> SERVICES AND <br /> COMMUNITY FACILITIES POLICIES <br /> SA Guide infrastructure service decision <br /> making and investment to support the land use <br /> vision set out in the Conservation and Growth <br /> Framework. <br /> Orange County will use the Conservation and Growth Framework and <br /> supporting intergovernmental agreements to guide decisions for the <br /> provision of future public water and wastewater services. <br /> The County will coordinate infrastructure planning with municipal partners and <br /> OWASA as guided by the Conservation and Growth Framework and intergovernmental <br /> agreements(Central Orange Coordinated Area Land Use Plan,Joint Planning Land Use <br /> Plan,Water and Sewer Management, Planning,and Boundary Agreement[WASM PBA]). <br /> Objectives of this policy include: <br /> • Review and update coordinated utility plans and agreements to align with the <br /> guidance of the Conservation and Growth Framework. <br /> • Support water and wastewater utility investment within Economic Development <br /> Areas. <br /> • Explore the potential for supporting growth of Rural Activity Nodes and Rural <br /> Conservation Neighborhoods through the use of private community water and <br /> wastewater and septic systems. <br /> • Reevaluate the WASMPBA's restrictions on access to existing infrastructure that <br /> lies upon or immediately adjacent to a property. <br /> • Explore appropriate policies to incorporate into water and wastewater agreements <br /> with utility partners to address situations of failing private septic systems and <br /> impediments for connecting to water service in close proximity to property. <br /> • Coordinate with public utility providers that provide service within /4 mile of <br /> proposed new developments in unincorporated Orange County to ensure <br /> coordination and relevant information sharing. <br /> 72 PUBLIC REVIEW DRAFT <br />
