74
Continue • develop . •
use
intergovernmental land use planning tools to
coordinate conservation and growth across the
entirety ofOrange •
Orange County will work with municipal partners to guide land use
planning decisions using intergovernmental planning tools and develop
new plans to support sustainable development objectives in Orange
County.
The intent of this policy is to continue to support and use guidance from past
intergovernmental planning efforts (Central Orange Coordinated Area Land Use Plan,
Joint Planning Land Use Plan,Water and Sewer Management, Planning, and Boundary
Agreement),while also ensuring that this policy guidance adequately addresses
the planning issues of the present. It also provides the opportunity to generate new
intergovernmental planning tools for the growth area around Mebane in western
Orange County and potentially with Durham for the Eno Economic Development Area
on the eastern boundary. Objectives of this policy include:
• Orange County will continue to partner with local municipalities to jointly share
information about current development in areas of common interest on the
edges of jurisdictional boundaries, or that may have an impact on the municipality.
Develop formal courtesy review agreements where none currently exist.
• Review established intergovernmental policy tools (Central Orange Coordinated
Area Land Use Plan,Joint Planning Land Use Plan,Water and Sewer Management,
Planning, and Boundary Agreement and Schools Adequate Public Facilities
Ordinance) every 10 years to confirm that the plans are achieving the results
intended and are continuing to provide relevant policy guidance.
• Initiate an intergovernmental planning process with the City of Mebane to develop
a coordinated plan for guiding growth and change in the long-range planning areas
of the city.
• Support private investments in water and sewer infrastructure located in the Eno
Economic Development Area and coordinate with the City of Durham as needed.
ORANGE COUNTY LAND USE PLAN 2050 71
