72 <br /> 0&& <br /> LV <br /> • Continue to use the guidance of the Joint Planning Land Use Plan and Northern <br /> Transition Area Small Area Plan to provide new sustainable development within the <br /> Transition Areas near Chapel Hill and Carrboro and rural-scale development within <br /> the Rural Buffer that surrounds the two towns as a mechanism to direct urban <br /> and suburban scale growth and utility services to these existing communities.The <br /> Rural Buffer is a future land use category designated on the Conservation and <br /> Growth Framework map. <br /> • Continue to use the Central Orange Coordinated Area Land Use Plan and the <br /> growth area guidance included in the Comprehensive Sustainability Plan for the <br /> Town of Hillsborough (2030)to support sustainable development of residential <br /> and nonresidential development on the edges of Hillsborough in unincorporated <br /> Orange County as designated by several future land use categories: Low-Density <br /> Neighborhood, Rural Buffer, Rural Residential, Economic Development Area,and <br /> Rural Activity Node. <br /> • Work with the City of Mebane to create a similar intergovernmental agreement <br /> to define jointly supported land use policies for areas of common interest at <br /> jurisdictional boundaries. <br /> • Focus opportunities for new employment and commercial growth within the <br /> Economic Development Areas and Rural Activity Nodes as designated on the <br /> Conservation and Growth Framework map.
