68 <br /> Advocate for the rehabilitation <br /> preservation • affordable • <br /> Orange County will advocate for the rehabilitation and preservation of <br /> affordable housing by maintaining existing housing stock to support <br /> naturally occurring affordable housing (NOAH). <br /> The intent of this policy is to advance the rehabilitation and preservation of affordable <br /> housing by safeguarding existing housing units to maintain their affordability.This <br /> approach aims to ensure that affordable housing options are both attainable and <br /> sustainable. Objectives of this policy include: <br /> • Identify in staff reports on proposed development projects if naturally occurring <br /> affordable housing (NOAH) currently exists on the project site(s)and will be <br /> removed through the project. NOAH can be defined as being affordable to a <br /> median household income or lower. <br /> • Continue to coordinate with the Housing Department on the Urgent Repair and <br /> Single-Family Home Rehabilitation programs to stabilize housing and mitigate <br /> declining household conditions. <br /> • Work with nonprofit affordable housing partners such as Community Home Trust, <br /> Habitat for Humanity, CASA,and EMPOWERment, Incorporated,to support the <br /> protection and rehabilitation of local affordable housing in Orange County. <br /> • Support local municipal partners to identify NOAH within their own jurisdictions <br /> and develop strategies for maintaining the affordability of these properties and <br /> improving the conditions of older homes in need of maintenance and investment. <br /> ORANGE COUNTY LAND USE PLAN 2050 65 <br />
