Reduce barriers to the development and <br /> construction of housing. <br /> Orange County aims to reduce administrative and regulatory processes <br /> to streamline housing development and construction. <br /> This policy's intent is to enhance the efficiency and feasibility of housing development <br /> and construction in Orange County by reducing administrative and regulatory barriers <br /> that will streamline the development process. By fostering an efficient regulatory <br /> environment,the County aims to support the expansion of housing options in Orange <br /> County. Objectives of this policy are to: <br /> • Assess development and building permit review processes for residential <br /> development and identify ways to optimize and reduce delays and development <br /> costs. <br /> • Identify ways to streamline the development process.This could include <br /> establishing a baseline and decreasing the median amount of time it takes from <br /> first development permit application to certificate of occupancy issuance for <br /> housing developments. <br /> • Review the County's fees to realize a fee schedule that promotes equity and <br /> housing attainability for those of lower income to construct or renovate a building. <br /> • Consider modifying review and approval processes to have more staff-level <br /> (administrative) approvals for development to eliminate the cost,time,and <br /> uncertainty factors of a lengthier review process by advisory and elected boards. <br /> Staff-level approvals would implement the development regulations contained in <br /> the Unified Development Ordinance. <br /> • Evaluate ways to provide clear guidance to applicants about the requirement <br /> process in a format understandable to the layperson. <br /> 64 PUBLIC REVIEW DRAFT <br />
