Encourage the development of housing <br /> options that are attaina • • the local <br /> workforce throughout Orange County as guided <br /> by the Conservation and Growth Framework and <br /> municipal • <br /> Through its Conservation and Growth Framework and the plans of <br /> partner municipalities, Orange County will encourage the development <br /> of new housing options that are attainable to the local workforce. <br /> Providing varied housing options proximate to employment helps to <br /> reduce greenhouse gas emissions, increase general affordability for <br /> worker households, and fosters development of community. <br /> Working with municipal partners,the intent of this policy is that Orange County will <br /> support the development of a range of housing types that are attainable to a variety <br /> of households throughout the county.This policy strives to support the development <br /> of affordable housing,while also recognizing that state regulations limit a local <br /> government's ability to require development of housing at certain price points. Instead, <br /> this policy focuses on providing options for various types of housing across the county: <br /> urban and suburban housing options within the municipalities and several rural options <br /> in unincorporated Orange County.The County aims to support sustainable growth, <br /> improve housing availability,and align housing policy with other planning goals. Some <br /> objectives of this policy include: <br /> • Use the guidance of the Conservation and Growth Framework to identify <br /> appropriate types of rural-scale housing that should be located in the <br /> unincorporated areas of Orange County.Allow for higher density conservation <br /> subdivisions closer to areas of service and activity nodes. <br /> • Promote development of higher density and affordable housing choices (generally <br /> between 60-120%AMI)within the municipalities in locations that have proximate <br /> access to jobs,services,and shopping,and where public transportation is more <br /> accessible. <br /> • Evaluate strategies to support County employees and other public service and <br /> essential workers (such as healthcare)to attain housing in Orange County. <br /> 62 PUBLIC REVIEW DRAFT <br />
