65
HOUSING ATTAINABILITY
POLICIES
H-1. Encourage the development of housing
options that are attaina • • the local
workforce throughout Orange County as guided
by the Conservation and Growth Framework and
municipal •
Through its Conservation and Growth Framework and the plans of
partner municipalities, Orange County will encourage the development
of new housing options that are attainable to the local workforce.
Providing varied housing options proximate to employment helps to
reduce greenhouse gas emissions, increase general affordability for
worker households, and fosters development of community.
Working with municipal partners, the intent of this policy is that Orange County will
support the development of a range of housing types that are attainable to a variety
of households throughout the county. This policy strives to support the development
of affordable housing, while also recognizing that state regulations limit a local
government's ability to require development of housing at certain price points. Instead,
this policy focuses on providing options for various types of housing across the county:
urban and suburban housing options within the municipalities and several rural options
in unincorporated Orange County. The County aims to support sustainable growth,
improve housing availability, and align housing policy with other planning goals. Some
objectives of this policy include:
• Use the guidance of the Conservation and Growth Framework to identify
appropriate types of rural-scale housing that should be located in the
unincorporated areas of Orange County.Allow for higher density conservation
subdivisions closer to areas of service and activity nodes.
• Promote development of higher density and affordable housing choices (generally
between 60-120%AMI)within the municipalities in locations that have proximate
access to jobs, services, and shopping, and where public transportation is more
accessible.
• Evaluate strategies to support County employees and other public service and
essential workers (such as healthcare)to attain housing in Orange County.
62 PUBLIC REVIEW DRAFT
