64
EN-6. Identify, fund, and prepare new and
existing public facilities • serveas resilience
hubs.
Resilience hubs will provide essential services during emergencies, such
as natural disasters and climate-related events, and will ensure that
vulnerable populations have access to support, resources, and shelter.
In coordination with the Orange County Climate Action Plan and the Eno-Haw
Regional Hazard Mitigation Plan, the intent of this policy is to ensure that public
facilities are strategically identified and equipped to function as resilience hubs during
emergencies. These hubs will serve as safe spaces that provide critical resources,
such as food,water, medical care,communication services,and shelter,to support the
community before, during, and after disasters. The policy aims to foster a network of
well-prepared and accessible facilities that increase the county's resilience to climate
change impacts, enhance emergency preparedness, and ensure that all residents,
particularly those from vulnerable communities, have the necessary resources during
times of crisis. Objectives of this policy include:
• Identify key public facilities for resilience hubs.
• Ensure infrastructure and service readiness.
• Ensure accessibility for vulnerable populations.
• Create a network of resilience hubs.
• Monitor and adapt to changing needs.
• Align land use planning goals with the climate and resilience goals of the Orange
County Climate Action Plan and the Eno-Haw Regional Hazard Mitigation Plan.
ORANGE COUNTY LAND USE PLAN 2050 61
