63 <br /> Promote sustainable • resilient <br /> development. <br /> Orange County will encourage sustainable and resilient designs in all <br /> future development and retrofits for existing development, focusing on <br /> areas at high risk for natural hazards. <br /> The intent of this policy is for new and existing developments to provide an opportunity <br /> for generating more sustainable development patterns and designs and more resilient <br /> siting and construction of buildings.The County will support private developments in <br /> achieving these objectives. Natural hazard risks,documented by the Eno-Haw Regional <br /> Hazard Mitigation Plan, include drought,extreme heat,severe weather(thunderstorm <br /> winds, lightning,and hail),severe winter storms events,floods,and tornadoes. (See the <br /> Fact Book in the Plan Appendix for information on hazards.) Some objectives of this <br /> policy are to: <br /> • Strongly encourage all developments to be designed to use existing site conditions <br /> (such as topographical constraints, riparian and wetland areas,and high hazard <br /> areas)as a basis for creating more resilient and sustainable designs. <br /> • Promote the development of renewable energy generation and use within <br /> private developments through regulatory incentives or other tools. Promote <br /> the construction of net zero/fossil fuel-free commercial, residential,and <br /> industrial buildings through regulations and incentives. Coordinate efforts with <br /> implementation of the Climate Action Plan. <br /> • Align development decisions with natural hazard mitigation and resiliency, <br /> including heat hazard mitigation, green infrastructure, and nature-based solutions <br /> to stormwater runoff and flooding. <br /> • Align development decisions with the Orange County Climate Action Plan, <br /> including reducing greenhouse gas emissions. <br /> • Incentivize and promote energy efficient building standards with the aim of <br /> making housing more cost-efficient for residents. <br /> 60 PUBLIC REVIEW DRAFT <br />
