62 <br /> EN-4. <br /> development n - - • <br /> environmental protections and conservation. <br /> Orange County will conserve environmentally sensitive lands and <br /> preserve rural or agricultural lands from suburban-style development, <br /> directing more intensive development toward growth areas. <br /> The intent of this policy is to balance Orange County's development and growth <br /> pressures, its unique character and conditions,and the need to lessen climate impacts <br /> and increase resilience to hazards.
