61 <br /> Protect, conserve, • restore <br /> resources, • • water resources. <br /> Orange County will conserve and connect the highest priority waterways, <br /> forests, and habitat for terrestrial and aquatic native plants and animals <br /> within our jurisdiction while accommodating development and other <br /> land uses. <br /> This policy is intended to maintain the quality of natural resources and protect the <br /> health,safety,welfare,and general well-being of its residents by creating an aesthetically <br /> pleasing and functional living environment through protecting,conserving,and, <br /> wherever possible, restoring healthy terrestrial and aquatic habitats and water <br /> resources. Some objectives of this policy are to: <br /> • Continue to protect water supply watersheds with County regulations,which are <br /> more protective for density, impervious surfaces,and riparian buffers than those of <br /> the State of North Carolina. <br /> • Continue to restrict development in floodplains delineated by the Federal <br /> Emergency Management Agency(FEMA)to minimize flood risk and protect water <br /> quality. <br /> • Partner with the United States Geological Survey and the North Carolina <br /> Department of Environmental Quality to conduct a new Orange County <br /> groundwater survey. <br /> • Promote intersectional community benefits through the conservation of natural <br /> resources, including nutrient pollution reduction,water supply protection,flood <br /> protection,steep slope protection, priority plant and animal habitat protection,air <br /> quality,soil conservation, minimizing noise and light pollution,and others. <br /> • Protect the quantity and quality of drinking water supplies for current and future <br /> generations. <br /> 58 PUBLIC REVIEW DRAFT <br />
