59 <br /> ENVIRONMENT, PARKS, RECREATION, <br /> AND RESILIENCY POLICIES <br /> ENA Focus on improving recreational <br /> opportunities in underserved areas. <br /> Orange County will ensure that there are adequate parks and <br /> recreational facilities for all residents within the county, regardless of <br /> location, age, gender, race, or disability. <br /> This policy is intended to identify and focus on filling geographic gaps in recreational <br /> opportunities for underserved areas. Objectives of this policy include: <br /> • Evaluate the geographic gaps where recreational opportunities are not accessible <br /> within underserved areas. <br /> • Maximize recreation investments by focusing on the highest need areas and <br /> places where targeted investments will yield significant benefits in alignment with <br /> the Parks and Recreation Master Plan. <br /> • Partner with local municipalities and neighboring counties on investments in <br /> regional parks and facilities, particularly for historically underserved communities. <br /> • Develop more recreational sites for youth from historically disadvantaged <br /> populations. <br /> • Promote accessibility and universal access in County-maintained recreational <br /> facilities. <br /> • Address health disparities that may result from limited access to recreation <br /> facilities,services, or programming for residents that live furthest away from <br /> population centers with existing facilities. <br /> • Promote public-private partnerships to expand recreational opportunities,such as <br /> leveraging business locations to include areas of play. <br /> 56 PUBLIC REVIEW DRAFT <br />
