51
CE-3. Educate the community on the differences
between by-right development and the
requirements for legislative and quasi-judicial
decisions.
Orange County will work to ensure that residents understand how
development projects are reviewed and approved, and the roles they can
play in the process.
The intent of this policy is to make clear the processes surrounding by-right
development and legislative and quasi-judicial decisions, which involve different
levels of community participation and government decision-making. It seeks to
provide residents with the knowledge and resources they need to actively engage
in development discussions, understand their rights, and make informed decisions
about how proposed developments may affect their communities. This educational
initiative will foster a more engaged community, empowering individuals to navigate
and participate in the development process with confidence. Objectives of this policy
include:
• Raise awareness of the differences and legal constraints between by-right
development and legislative and quasi-judicial decisions.
• Clarify and educate the community on public participation within legislative and
quasi-judicial processes and the reasons for not having active public participation
as part of the by-right development process. Host workshops and public education
sessions to educate residents about these topics.
-
4m,_
1
-s
w O 7 _
y a
Elizabeth Cotten Mural
48 PUBLIC REVIEW DRAFT
